Putin critics take to cars to demand fair elections (Reuters)

MOSCOW (Reuters) ? Critics of Prime Minister Vladimir Putin drove in their hundreds around central Moscow on Sunday in cars trailing white ribbons, a symbol of Russia's protest movement, staging a mobile demonstration to demand fair elections.

Opposition leaders are trying to maintain momentum after tens of thousands of people angry over alleged election fraud and Putin's plan to return to the Kremlin in a March vote turned out last month for the biggest protests of his 12-year rule.

"This has an important symbolic meaning. We have arrived at the stage when we don't want to be vassals any more," said opposition activist Ilya Ponomaryov, who picked up hitchhikers with white ribbons in his purple sedan.

Organizers said the demonstration also aimed to advertise protest marches planned for next Saturday, exactly one month before the March 4 presidential election.

"We want to show our unity. This is very visible. This is preparatory work for February 4, when there will be even more people than on Sakharov Avenue," Ponomaryov said, referring to the site of a December 24 rally that drew tens of thousands.

Polls indicated Putin will regain the presidency, extending his rule for at least six more years. He was president from 2000-2008 and is widely believed to have been holding Russia's reins for his prot?g?, President Dmitry Medvedev.

Some drivers resorted to white construction tape, printer paper, grocery bags and even white lace as they cruised around Moscow's Garden Ring road. Organizers said more than 3,000 motorists took part, while police put the number at about 300.

In the minus 15 C (5 F) chill, many pedestrians applauded or waved white handkerchiefs from the sidewalks in solidarity. One vehicle had a life-sized straw figure with a picture of Putin's face strapped to its hood.

Cars are a strong symbol not only of status but of personal freedom in Russia and the right to choice in a country where even ownership of a tiny Soviet-made Lada was a luxury in the communist era and foreign cars were virtually non-existent.

The protests, provoked by widespread suspicions of fraud favouring Putin's ruling party in a December 4 parliamentary election, have revealed dismay among Russians.

Middle-class city dwellers in particular feel they have no say in politics and that Putin's decision to return to the Kremlin was thrust upon them.

"We have to fight for our rights... We have to show our strength so that maybe people will see us and come to the February 4th protest," said Nadezhda, 26, who works for a state TV station. Nadezhda, who declined to give her last name, said her station had told employees not to take part in Sunday's protest.

"I feel cheated by the vote," Yevgeny Starshov, 23, a student at a state school of public administration, said of the parliamentary election.

"We have to do something to change the country for the better, not through riots or some kind of revolution but through such peaceful demonstrations to fight for more fair elections."

Thousands of Putin's supporters rallied on Saturday in Yekaterinburg, Russia's fourth-largest city, to back his election bid.

State of the Union coverage in the world's newspapers says as much about the specific concerns of other countries as it does about what President Obama actually said.

When journalists from around the world report on a speech by a sitting US president ? such as President Obama?s state of the union speech last night ? they do so with their own particular reading public in mind. The effect, for a global reader, can be confusing. Did Mr. Obama really say all of this in one speech?

For Chinese readers, Obama is reported to have boasted that the US is not, repeat not, declining.

For Indian readers, Obama promised to take on China and other nations that were engaged in theft of US intellectual property.

For Israelis, Obama promised an ?ironclad? commitment to the state of Israel, as well as promises to prevent Iran from obtaining nuclear weapons.

For South Africans, Obama gave a feisty speech, but was largely ignored by a Republican Congress who headed for the exits.

For the French, Obama was announcing his roadmap for reelection, while for the British he gave a populist speech promising a fairer America.

From a closer reading of his one hour and six minute speech, Mr. Obama does appear to have said all of these things, and a few more. But the fact that the press in each country has its own idea of what is newsworthy in a state of the union should not be surprising. It speaks volumes about how US foreign and economic policy affects that country, for better or worse.

China?s interest in America?s future makes sense. China is the US?s second-largest trading partner, and America?s ability to kickstart its economy is crucial for China?s own prosperity. US economic weakness is bad for Chinese business.

Small wonder, then, that the China Daily ? Beijing?s main English-language newspaper ? focused its attention on Obama?s confident statement, ?The renewal of American leadership can be felt across the globe."

"Anyone who tells you otherwise, anyone who tells you that America is in decline or that our influence has waned, doesn't know what they're talking about," he said in his prime-time address.

Indian papers, meanwhile, saw in Obama?s tough words against intellectual piracy a reflection of its own rivalry with China. Both India and China have emerged as new economic and manufacturing bases, as more established economic powers in Europe and the America?s have slowed down. Both India and China have been competing for business and for resources in Africa, and both see themselves as the voice of the world?s impoverished, symbolized in their membership in the BRICS group of new economic powers (including Brazil, Russia, India, China, and South Africa).

But for India and China, power is a zero-sum game, and India revels in any sign of trouble for China.

App provides behind-the-scenes look at Oscars (Reuters)

SAN FRANCISCO (Reuters) ? Movie fans don't need to wait until the red carpet is rolled out to get in on the excitement of this year's Academy Awards.

The Oscars app, developed in partnership with the Academy of Motion Picture Arts and Sciences and the Disney-ABC Television Group, provides a behind-the-scenes look at Hollywood's biggest night of the year.

"It's like an Oscars companion that can be with you from the minute the nominations are announced all the way through the event," explained Karin Gilford, senior vice president of digital media for ABC.com.

The free app, available for iPhone and iPad, provides fans with original interactive content, such as interviews with movie insiders, backstage pass highlights and historical Oscar moments.

"Every day the fans will be able to go on there and they'll be presented with new videos, and it will be really easy to see at a glance if something has been added," Gilford said.

Additionally, a game called My Picks will be launching within the app this week for fans to cast their predictions on this year's winners, and keep score with their friends.

On the big night, February 26, the app will host a dozen live feeds from the event captured by strategically placed cameras -- including the thank you cam that gives winners an extended period of time to thank their supporters, or any of the other backstage cameras capturing behind-the-scenes action.

"Imagine the football analogy, where you're seeing a grid of tiles with all the different football games going on," she explained.

"We're going to have a very similar interface, so fans will be able to look at this and see what's happening on the cameras, and then just touch and click to that camera and have it expand to get see what's going on."

Gilford said that last year these cameras were able to capture many memorable moments.

"One of my favorite moments was Jeff Bridges who was so excited and giving all the thank yous he couldn't give on stage to the camera, to the extent that we had to get him a chair because he just had a lot to say," Gilford said.

Germans float direct EU control over Greek budget (AP)

BERLIN ? Germany is proposing that debt-ridden Greece temporarily cede sovereignty over tax and spending decisions to a powerful eurozone budget commissioner before it can secure further bailouts, an official in Berlin said Saturday.

The idea was quickly rejected by the European Union's executive body and the government in Athens, with the EU Commission in Brussels insisting that "executive tasks must remain the full responsibility of the Greek government, which is accountable before its citizens and its institutions."

But the German official said the initiative is being discussed among the 17-nation currency bloc's finance ministers because Greece has repeatedly failed to fulfill its commitments under its current euro110 billion ($145 billion) lifeline.

The proposal foresees a commissioner holding a veto right against any budgetary measures and having broad surveillance ability to ensure that Greece will take proper steps to repay its debt as scheduled, the official said. The person spoke on condition of anonymity because the talks are confidential.

Greece's international creditors ? the International Monetary Fund, the European Union and the European Central Bank ? already have unprecedented powers over Greek spending after negotiating with Athens stringent austerity measures and economic reforms in return for the first bailout.

The so-called troika of creditors is currently negotiating another euro130 billion rescue package for the heavily indebted country. German news magazine Der Spiegel on Saturday cited an unnamed troika official as saying Greece might actually need a euro145 billion package because of its prolonged recession.

The German proposal, first reported by the Financial Times, is likely to spark controversy in Greece.

Despite the quick rejection from the EU Commission, Germany's demand underlines the frustration of the eurozone with Greece's slack implementation of the promised reforms, spending cuts and privatizations. During every verification mission last year, the troika found huge implementation shortfalls, which in turn increased gaps in Athens' budget and intensified the need for a second bailout.

A powerful budget commissioner would further diminish the political leeway of Greece's government, just as politicians there are gearing up for an election set to take place this spring.

A government official in Athens said a similar proposal had been floated last year but got nowhere. Greece would not accept such a measure, he added. The official spoke on condition of anonymity because no formal proposal has been made by the EU or Germany yet.

The unprecedented and sweeping powers for creditors would indeed deal a huge blow to Greece's sovereignty, but they could help mobilize more support for the government in Athens from its European partners.

Several German lawmakers have repeatedly said that giving more money to Greece is unthinkable without stricter enforcement and control of the conditions attached to the rescue packages.

Greece is currently locked in a twin effort, seeking to secure a crucial debt relief deal with private investors while also tackling the pressing demands from its European partners and the IMF for more austerity measures and deeper reforms.

Failure on either front would force the country to default on its debt in less than two months, pouring new fuel on the fires of Europe's debt crisis.

In that case, Greece would likely leave the eurozone, which would bring disaster to the country, destabilize the currency bloc, fuel panic on financial markets and ultimately threaten the fragile world economy.

Despite two weeks of intensive talks, a debt relief agreement with private investors worth some euro100 billion has yet to be reached.

Greek Prime Minister Lucas Papademos and Finance Minister Evangelos Venizelos met anew with representatives of international banks and other private institutions Saturday, but the talks ended without a final deal and were expected to resume Sunday, officials in Athens said.

With the current troika mission still ongoing and no final deal with the private sector creditors, Greece is unlikely to feature prominently at a summit of the EU's 27 leaders Monday, according to officials in Brussels.

Who knew Christina Hendricks was a gamer? Of all the beautiful and relaxing spas, lounges and shopping boutiques available at the Sundance Film Festival this year, Christina was hanging out with her hubby, Geoffrey Arend, at the Nintendo 3DS Experience Lounge - playing with the new system!

Geoffrey?s new film, Save the Date, premiered at Sundance and Christina was seen by his side, supporting him throughout the festival. Geoffrey plays an indie rocker in his new film and said he?s had plenty of practice for the role after preparing for a friend?s musical cover party a few years ago. "I did Hedwig and the Angry Inch in full getup," Geoffrey said. "My wife would come home and I?d be walking around in white platform boots, just practicing, because I knew if I tried to rock out, I?d just break my ankles because I?d never walked in platform boots before. So she?d come home and I?m dressed regularly for two thirds of my body and then I've got on these white platform boots, and she?s like, 'I gotta go to bed.' ?

The platforms apparently aren?t deterring Hendricks anymore, as the couple was seen getting canoodling all over Sundance, stopping in at the Stella Artois Lounge at The Lift, Chefdance and the CAA Party throughout the week. But Christina and Geoffrey looked very at home gaming together on their own separate Nintendo devices. Isn?t a little friendly competition good for a relationship? Other stars who decided to let out their inner gaming nerd at the lounge? Michael Cera, Malin Akerman and Ty Burrell were all spotted getting their Nintendo on.

IAEA Iran Visit: UN Nuclear Officials Want Iranian Cooperation

VIENNA -- The head of a U.N. nuclear team traveling to Iran on Saturday urged the country to work with his mission on probing Tehran's alleged attempts to develop an atomic arms program, adding such cooperation is long overdue.

The unusually blunt comments by International Atomic Energy Deputy Director General Herman Nackaerts reflected the importance the IAEA is attaching to the chief focus of the trip ? ending more than three years of Iranian refusal to answer questions about such suspicions.

Ahead of departure, Nackaerts told reporters at Vienna airport he hopes Iran "will engage with us on all concerns."

"So we're looking forward to the start of a dialogue," he said: "A dialogue that is overdue since very long."

Diplomats said Iran had accepted the inclusion of two senior weapons experts ? Jacques Baute of France and Neville Whiting of South Africa ? with relatively little fuss. That suggests the Islamic Republic may be prepared to address some issues related to the allegations.

Also on the team is Rafael Grossi, IAEA chief Yukiya Amano's right-hand man.

Any progress would be significant.

Tehran has blocked IAEA attempts for more than three years to follow up on U.S. and other intelligence, dismissing the charges as baseless and insisting all its nuclear activities were peaceful and under IAEA purview.

Faced with Iranian stonewalling, the IAEA summarized its body of information in November, in a 13-page document drawing on 1,000 pages of intelligence. It stated then for the first time that some of the alleged experiments can have no other purpose than developing nuclear weapons.

Iran continues to deny the charges and no change in its position is expected during the three-day Tehran talks with IAEA officials. But even a decision to enter a discussion over the allegations would be a major departure from outright refusal to talk about them.

The diplomats said that the IAEA team was looking for permission to talk to key Iranian scientists suspected of weapons work, inspect documents relating to such suspected work and get commitments for future visits to sites linked to such allegations.

Iran says it is enriching only to generate energy. But it has also started producing uranium at a higher level than its main stockpile ? a move that would jump-start the creation of highly enriched, weapons-grade uranium, should it chose to go that route. And it is moving its higher-enriched operation into an underground bunker that it says is safe from attack.

Google's improved how its calendar and email services interact with Windows Phones running the Mango update. Users can now cram up to 25 different calendars into the Metro OS's built-in calendar app. The setup's not exactly seamless; you need to navigate your Windows Phone to the Google Sync page, login and check the boxes found there. While testing on our phones, although one device was able to immediately sync, the other couldn't pick up on our multiple calendars. We had to delete and re-assign our Google account to the phone in order to get it working. However, once we did, the Metro styling lent itself well to multiple calendar listings, with the ability (like the web-based Google Calendar) to assign colors to each.

At the same Google Sync page, you can now choose to enable the "send mail as" feature if you're using multiple addresses, with the option to delete unwanted emails instead of archiving. However, aside from replying from the same address that you received emails to, we haven't discovered a way to assign new mails to our multiple guises. We were able to send messages through our own Engadget mail account, although that's then used on all future missives. Despite these rough edges, it remains a welcome bit of extra functionality. Are we still longing for a dedicated Gmail app? Definitely. We just hope those devs don't drop the ball.

Samsung 4Q profit rises 17 pct on smartphone sales (AP)

SEOUL, South Korea ? Samsung Electronics Co. reported a 17 percent jump in fourth quarter profit on the strength of smartphone sales even as the company battled claims it had copied Apple's iPhone.

Samsung said Friday in a regulatory filing that its net profit reached 4 trillion won ($3.5 billion) in the three months that ended in December. The company earned 3.4 trillion won in the same quarter a year earlier.

The Suwon, South Korea-based company said its operating profit jumped 75.8 percent to 5.3 trillion won in the fourth quarter. The figure was closely in line with the company's estimate earlier this month of a 73 percent rise.

The company, however, posted an operating loss of 220 billion won in its display division in the fourth quarter despite a sales increase of 19 percent from the previous year.

"If profit in handsets continues to stream in, this year will also likely be a solid one for Samsung," said Jae Lee, an analyst at Daiwa Securities in Seoul. "The biggest threat would be if the global economy worsens."

Samsung, the world's biggest manufacturer of memory chips and liquid crystal displays, said demand for semiconductors in mobile products and servers remained solid despite weakness in personal computers, which face stiff competition from the rising popularity of tablets.

Samsung has over the decades grown into a key global manufacturer of components that let PCs, digital music players and handsets store data and display it on flat, high-resolution screens. The company has recently been stepping up its challenge against Apple Inc. in the global smartphone business, releasing models such as the Galaxy S II.

Cupertino, California-based Apple, which spurred the smartphone boom with the launch of its iPhone in 2007, has accused Samsung of "slavishly" copying its smartphone and iPad in design, user interface and packaging. Apple sued Samsung in April last year in the United States.

The legal battle has now spilled into 10 countries, according to Samsung officials. Court rulings so far have tended to side with Apple.

Lee said legal battles with Apple would start weighing less on Samsung this year as the South Korean company is expected to release models with new designs.

The quarterly profit brought 2011 net profit to 13.7 trillion won, down 15 percent from the previous year.

Samsung shares rose 0.4 percent to 116,000 won in Seoul.

Obama turns attention to energy in key states

(AP) ? President Barack Obama was returning Thursday to two states key to his re-election, Nevada and Colorado, promoting his energy agenda while grabbing some of the political spotlight ahead of his Republican rivals.

Both states hold their presidential caucuses within the next two weeks ? events that have grown in importance as the Republican contest for the White House appears to narrow to a choice between former Massachusetts Gov. Mitt Romney and former House Speaker Newt Gingrich.

Obama's energy pitch also comes just days after he drew Republican criticism for rejecting a cross-country oil pipeline that would have delivered Canadian tar sands oil to refineries in Texas.

Obama will speak at a UPS center in Las Vegas and at Buckley Air Force Base in Colorado, drawing attention to proposals for clean energy and greater domestic oil and gas production.

Obama won both Nevada and Colorado in 2008. He visited both states in late October, using that trip to launch a phase of his campaign to jump-start the economy. With economic indicators improving, he now visits on a higher note.

Obama is drawing attention to two aspects of his energy policy ? greater domestic energy production and investment in cleaner energy sources.

The nearly 38-million-acre (153,780 square kilometer) parcel the Obama administration is putting up for lease is part of an offshore drilling plan for 2007-12 put in place by former President George W. Bush. But after the massive BP oil spill of 2010 led to an overhaul of the government's oversight of offshore exploration and production, some areas had to be re-evaluated for the environmental risks associated with drilling.

The White House is portraying Obama as willing to seek the middle ground on energy after Republicans and the industry criticized him for the moratorium put in place after the Gulf disaster, the rejection of the Keystone XL pipeline from Canada, and other policies they say have hampered production, jobs and national energy security.

Bachmann says she'll seek 4th term in House (AP)

MINNEAPOLIS ? Minnesota Rep. Michele Bachmann announced Wednesday she will seek a fourth term in the U.S. House following her failed presidential bid.

Bachmann declared her plans in an interview with The Associated Press. The Republican congresswoman had been mum on her plans since folding her presidential campaign after a poor showing in the Iowa caucuses earlier this month.

"I'm looking forward to coming back and bringing a strong, powerful voice to Washington, D.C.," Bachmann said.

Bachmann will be a formidable candidate in Minnesota's 6th District, where other Republican hopefuls had stood aside until she made a decision on running for re-election. Some experts had speculated that Bachmann might instead turn to a career in talk media.

Bachmann is a potent fundraiser who raised $13.5 million in her last House race, but would likely start from scratch after the presidential campaign. A campaign finance report that would show how much money she can bring to the race isn't due until the end of the month.

Bachmann also faces uncertainty over how her district will be reshaped. One redistricting plan put forth by Democrats would throw her into a race with Rep. Betty McCollum, a six-term Democrat who represents the St. Paul area. A special redistricting panel is due to issue maps late next month.

Ken Martin, chairman of Minnesota's Democratic-Farmer Labor Party, said the announcement wasn't a surprise. No Democrats have announced plans to run yet because they're waiting on redistricting, but Martin said they would attack Bachmann for being absent from the district and for missing votes in Washington while running for president.

"She's really opened the door for us this year to make a good run at her," Martin said.

Bachmann was an early media favorite in the chase for the GOP presidential nomination after winning the Iowa straw poll in midsummer, but she eventually faded.

Her announcement came in an interview to react to President Barack Obama's State of the Union speech. Just as she did on the campaign trail, Bachmann criticized Obama for "doubling down on failures that didn't work."

"We have to radically scale back on government spending, we have to radically cut back on debt accumulation," Bachmann said.

Palestinians protest over tax increase (AP)

TULKAREM, West Bank ? Some 300 Palestinians have protested against price hikes and a recent income tax increase imposed by Prime Minister Salam Fayyad.

Fayyad says he needs to raise revenues to slash a debilitating budget deficit that has led to several cash crises in recent months. Fayyad says the tax hikes target only the rich, and the measures are needed to wean the Palestinians off foreign aid.

The tax hike comes at a time of a steep increases in the prices of some basic goods and has sparked protests in the West Bank. On Thursday, about 300 supporters of a small PLO faction, the People's Party, staged a march in the northern West Bank town of Tulkarem.

Business leaders and the West Bank's dominant Fatah Party also oppose the tax increase.

Analysis: For Obama 2012, it's all about the 99 percent (Reuters)

WASHINGTON (Reuters) ? President Barack Obama threw red meat to his political base on Tuesday with a promise to do the nearly impossible: solve the problem of widening U.S. income inequality.

Faced with the very real possibility of losing the White House in November, Obama used his State of the Union address to demand a tax increase for millionaires and launch an aggressive campaign arc built upon economic fairness.

"No debate is more important," Obama said early in his hour-long speech before a joint session of Congress.

"We can either settle for a country where a shrinking number of people do really well while a growing number of Americans barely get by, or we can restore an economy where everyone gets a fair shot, and everyone does their fair share, and everyone plays by the same set of rules."

In recent months, Obama had made clear he would mine the vein of resentment in America over the growing income gap, the source of inspiration for last year's Occupy Wall Street movement that highlighted the concentration of wealth among 1 percent of the population.

But by choosing to make it the cornerstone of his annual speech to the nation, he cemented the theme of working for the 99 percent as his campaign battlecry for the next 10 months.

He could not have chosen a better day to contrast his populist ideas with his possible Republican challenger.

Mitt Romney, one of the wealthiest presidential candidates in history, released tax returns on Tuesday that showed he and his wife paid an effective tax rate of 13.9 percent in 2010 and expect to pay a 15.4 percent effective tax rate for 2011.

Obama proposed a minimum tax rate of 30 percent for people who make $1 million or more a year, a clear shot at his would-be rival, even though he was unnamed in the speech.

"I think it's one of the best cards he can play, especially given that Mitt Romney released his tax returns today," said

Henry Brady, dean of the Goldman School of Public Policy at the University of California, Berkeley.

"People are worried about fairness in the tax code. So it seems to me that this is something where he has the rhetorical advantage."

Senior administration officials said the 30 percent figure was established long before Romney's tax rate was made public.

One noted, however, that not all wealthy people kept their money in accounts on the Cayman Islands, a dig at the former Massachusetts governor, whose advisers said his holdings included amounts in funds based in the Cayman Islands and other overseas entities.

POPULIST STRATEGY

Obama's tax reform proposal, made on one of the biggest campaign stages of the year, is the latest in a series of moves the president has made to appeal to the middle class and to present a populist message.

The president's fall deficit reduction proposals and recent appointment of a director to lead the consumer financial protection agency that is unpopular with Republicans have raised the temperature and highlighted the contrasts between him and the opposition party.

Nevertheless, the president knows he has almost no chance of getting his millionaire tax proposal through a divided Congress.

But the issue gives him a strong talking point to energize his political base, much of which has been disenchanted with his record.

"It's a great issue for President Obama. It's something that his base has been waiting for," said Democratic strategist Bud Jackson. "He has started to move to a more combative approach in terms of contrasting himself with Republicans ... and I also think that dovetails nicely with Mitt Romney or Newt Gingrich or whoever the nominee will be."

The president will take the message on a five-state, three-day trip beginning on Wednesday.

The state choices are not coincidental. He is going to Iowa, Arizona, Nevada, Colorado, and Michigan - all battlegrounds that could help decide the general election.

Officials said he would release more details about his business, energy, and college affordability proposals during the trip.

Supporters are eager to have more details - and more red meat.

"I did particularly like that he described income inequality and the support of the middle class as the defining issues of our time," said James Catalano, 51, of Tampa, Florida, who attended a party with other Democrats to watch the speech.

"I thought it was really moderate and reasonable, which was a little frustrating."

Dropped heart successfully transplanted in Mexico

A heart that was dropped on the ground while being transported to a hospital has been successfully transplanted into a 28-year-old hair stylist.

However Dr. Jaime Saldivar said Erika Hernandez doesn't yet know that her new heart made national news when a medic stumbled and the plastic-wrapped heart tumbled out of a cooler onto the street two weeks ago.

Saldivar said it would be up to the family to tell her.

A rosy-cheeked Hernandez spoke briefly with reporters on Tuesday and thanked the donor's family, saying "I have no words to express what I'm feeling right now."

Hernandez was born with a congenital heart defect. She received the heart of a man who died in a car accident.

The heart was taken from Guanajuato state to Mexico city, a distance of 280 miles, traveling in an ambulance, then a plane, and then a helicopter, according to The Guardian newspaper. The nation's media followed every step of the journey.

'Rapid, precision maneuver'
Mexico City police had described the operation to deliver the heart as a "rapid, precision maneuver."

Everything appeared to be going smoothly as traffic was stopped to allow the helicopter to land near the hospital.

However, after leaving the helicopter one of the two medics wheeling the cooler that contained the plastic-wrapped heart stumbled.

The lid of the cooler came off and the heart fell out onto the street.

The medics are seen on video hurriedly pushing it back inside, leaving some ice packs behind, and continuing the short journey to the hospital.

In one of the more printable online comments made after the incident, newspaper reader Christian Sabido said that, "Anybody can make a mistake, but with this type of thing you should be careful."

At the time, doctors said the transplant operation had gone ahead, but added that they wanted to wait to confirm it had been successful.

Discrimination complaints hit all-time high

The government received more complaints of worker discrimination its last fiscal year than ever before, but it was only a slight increase over 2010.

The Equal Employment Opportunity Commission said Tuesday that it received 99,947 complaints of worker discrimination during its 2011 fiscal year, which ended in September. That?s an increase of 25 complaints over the 2010 fiscal year.

Discrimination complaints surged in the 2008 fiscal year, when the agency received 95,402 complaints as the Great Recession was getting under way. They number of complaints fell somewhat in 2009, the year the recession officially ended, but they rose again in 2010 as the economy was?recovering slowly.

Justine Lisser, a spokeswoman for the EEOC, said the agency can?t?say for certain that the weak job market has caused the spike in complaints, although there may be a correlation.

The unemployment rate remains unusually high, at 8.5 percent, more than two years after the recession officially ended and the economy began?growing again.

Lisser also noted the agency has been working harder to inform employees and employers about its claims process, and?has made it easier to research claims criteria on its website.

In 2011, about 35 percent of the workers complained of race discrimination, according to the EEOC. Gender discrimination accounted for about 29 percent of the complaints, while age discrimination complaints made up about 24 percent.

About 26 percent charged employers with discriminating on the basis of a disability.

Many people charge more than one form of discrimination, so the percentages exceed 100 percent.

The government also said it resolved 112,499 complaints in fiscal year 2011. About 18 percent of those claims received a ?merit resolution,? meaning the person received some sort of settlement.

About two-thirds of those were found to have no reasonable cause for auction. Another 16 percent were closed for administrative reasons, such as that the person who charged discrimination didn?t respond to further requests from the EEOC.

BlackBerry maker co-CEOs step down

(AP) ? BlackBerry maker Research in Motion'co-CEOs, Jim Balsillie and Mike Lazaridis, announced Sunday they are stepping down from the once-iconic company that has struggled to compete in recent years.

The pair who founded RIM will be replaced by Thorsten Heins, a chief operating officer who joined RIM four years ago from Siemens AG, RIM said.

Balsillie and Lazaridis have headed Waterloo, Ontario-based RIM together for the past two decades.

"There comes a time in the growth of every successful company when the founders recognize the need to pass the baton to new leadership. Jim and I went to the board and told them that we thought that time was now," Lazaridis said in a statement.

The Canadian company has suffered a series of setbacks and has lost tens of billions in market value. A company that was worth more than $70 billion a few years ago now has a market value of $8.9 billion.

RIM said last month that new phones deemed critical to the company's future will be delayed until late 2012. And its PlayBook tablet, RIM's answer to the Apple iPad, failed to gain consumer support, forcing the company to give it deep discounts to move the devices off store shelves.

A widespread outage also frustrated tens of millions of BlackBerry users in October.

Lazaridis will take on a new role as vice chairman of RIM's board and chairman of the board's new innovation committee. Balsillie remains a member of the board.

"I agree this is the right time to pass the baton to new leadership, and I have complete confidence in Thorsten, the management team and the company," Balsillie said in the statement. "I remain a significant shareholder and a director and, of course, they will have my full support."

JOHANNESBURG (AP) ? An attempt by Madagascar's toppled president to end his exile in South Africa was thwarted in the air Saturday when his plane was forced to turn back after authorities from the Indian Ocean island closed their airspace to prevent his return, his spokesman said.

The commercial plane carrying Marc Ravalomanana landed back in Johannesburg just after 2 p.m., about the time it had been expected to reach Madagascar's capital. Reporters on board said it did not stop to refuel in Mozambique, as Peter Mann, a spokesman for Ravalomanana, had said airline officials initially planned to do.

Ravalomanana has been exiled in South Africa since being toppled in 2009. When he tried to return last year, he was stopped at the Johannesburg airport after aviation authorities in Madagascar wrote to say he was not welcome.

In Madagascar, where thousands of Ravalomanana supporters had awaited him at the capital's airport, a government minister told reporters that the populist former disc jockey who toppled Ravalomanana, Andry Rajoelina, had issued a notice closing the country's main airports to prevent the former leader's return.

Earlier Saturday, Ravalomanana, his wife, two aides, journalists and passengers not linked to him had boarded a commercial flight operated by South African Airlink, a regional partner of South African Airways, in Johannesburg. Ravalomanana said he wanted to return to work for peace and democracy in his troubled homeland.

Saturday's events illustrate how far Madagascar has to go to return to stability, and are just one a series of setbacks that have frustrated mediators despite signs of progress.

Security officials in Madagascar had said the toppled president would be arrested if he returned. Ravalomanana said arresting him would be unlawful and would destabilize Madagascar at a delicate time in efforts to restore democracy.

Following Rajoelina's military-backed coup, Ravalomanana was convicted in absentia of conspiracy to commit murder in a case related to the turmoil during the overthrow that forced him to leave. Ravalomanana called the tribunal appointed by Rajoelina illegitimate.

Late Friday, South Africa's deputy foreign minister Marius Fransman, who has led regional efforts to restore democracy in Madagascar, issued what could be read as a warning to Ravalomanana not to return, or to Rajoelina not to seek his rival's arrest.

Fransman noted "the current contextual challenges relating to the political situation in Madagascar," but did not elaborate. Then he said he was calling "on all the political formulations and the political leadership, in particular ... Mr. Andry Rajoelina and former President Mr. Marc Ravalomanana to exercise political maturity."

Asked at the Johannesburg airport about Fransman's comments, Ravalomanana said, "We are mature."

Ravalomanana has accepted a plan negotiated by Fransman that calls for elections next year overseen by a unity government. The unity government is in place, with Rajoelina as its president, but members are bickering over how positions were filled.

Friday, Ravalomanana told reporters he would work with anyone, including Rajoelina, to "build a new Madagascar." But he acknowledged Rajoelina has rebuffed his overtures.

The Ravalomanana-Rajoelina rivalry is a particularly bitter example of a series of confrontations between strong men vying for power in Madagascar since independence from France in 1960. The political influence of the security forces is strong.

For months before the coup, Rajoelina led rallies against Ravalomanana, whom he accused of being out of touch with the sufferings of the country's impoverished majority.

Ravalomanana's government at one point blocked the signal of a radio station Rajoelina owned. In response, Rajoelina supporters set fire to a building in the government broadcasting complex as well as an oil depot, a shopping mall and a private TV station linked to Ravalomanana. Scores of people were killed.

Days later, soldiers opened fire on anti-government protesters, killing at least 25. The incident cost Ravalomanana much of the support of the military, which blamed him for the order to fire at demonstrators.

Friday, Ravalomanana told reporters he had nothing to do with orders to close the radio station or fire on demonstrators. Ravalomanana added that if he were to regain power, he would put into practice what he said he had learned during exile in South Africa about respecting the rule of law and freedom of expression. South Africa saw brutal white minority rule peacefully toppled in 1994 and multiracial democracy installed through negotiations and power-sharing.

"We cannot solve this crisis in Madagascar without genuine dialogue," Ravalomanana said.

DMX, Eve, The LOX To Reunite On Ruff Ryders Tour

At their height, Ruff Ryders were one of the most electrifying crews in rap. Now, DMX, Swizz Beatz, Eve and the LOX are planning to reunite on an upcoming Ruff Ryders Tour.

"Everybody's on deck. It's just that we're making sure all of the schedules are intact," RR co-CEO Joaquin "Waah" Dean told MTV News.

Dates are still being finalized, but Dean confirmed that he expects the tour to start between March and April. The plan is for the crew to begin their run overseas and then come over to the U.S.

"We gonna take it nice and slow. We ain't gonna do like how we used to do, 30 or 40 cities; we not gonna go that far just yet," he said. "We gonna take it slow. Do a nice little five to 10 joints overseas and then some dates on this side just to build the momentum and have some fun with it."

"We are all family and we're going to come back stronger than when we left. ... It's going to take the nation by storm," DMX told TMZ on Thursday (January 19).

When the story was first reported by TMZ, there was some question concerning the LOX's involvement, but Dean insists that Jadakiss, Styles P and Sheek Louch will be onboard. "LOX is done; can't do nothing without the LOX," he boasted.

In addition to all the original members of Ruff Ryders, the tour will also showcase RR's new talent like Murda Mook. "We're not starting from scratch, but we're starting from a whole new generation who have to get familiar with us," Waah said.

Billionaire donates for Washington Monument repairs

A billionaire history buff has stepped forward to donate the $7.5 million matching gift that's needed to start repairing cracks near the top of the Washington Monument from last summer's East Coast earthquake.

Businessman David Rubenstein told The Associated Press he was inspired to help fund the repairs to the 555-foot obelisk when it became clear how severely damaged it was by a 5.8-magnitude quake on Aug. 23. The monument received about 1 million visitors a year before the famous landmark was closed to the public after the quake.

The Park Service hopes to have a contractor begin work by the end of August. The repair work is expected to take a year to complete, likely keeping the monument closed for two years.

Largest gift
Congress allocated $7.5 million in December on the condition that private donations would match that amount. The National Park Service and nonprofit Trust for the National Mall are expected to announce Rubenstein's gift Thursday morning. It will be the largest gift to the nonprofit group, which aims to raise $350 million to restore the mall's grounds and facilities.

The combined $15 million in public and private funds is expected to cover the cost of repairing damage directly caused by the quake, said National Park Service spokeswoman Carol Johnson. Repairing water damage will cost more, as would a seismic study or reinforcements to strengthen the obelisk against future earthquakes, she said.

Rubenstein, a co-founder of The Carlyle Group, began building the private equity firm's business in Washington and said he wanted to restore a symbol of the nation and hasten repairs to reopen the landmark.

"This Washington Monument is probably one of the most recognizable buildings in the United States next to the Capitol and the Empire State Building," he said. "It could use a little repair work, and I wanted people to get to see it as soon as possible."

Experts have noted the monument needs more than just a little repair work, though it has been deemed structurally sound.

Extensive repairs needed
The August quake was centered some 40 miles west of Richmond, Va., and felt from Canada to Georgia. It damaged the Washington National Cathedral, where pieces of mortar rained down from its vaulted ceiling. At the Washington Monument, panicked visitors fled down flights of stairs on the day of the big shake, but there were no known deaths or serious injuries in the region.

The earthquake caused numerous cracks to form in the obelisk, which was the tallest man-made structure in the world when it was completed in 1884.

Surveillance video taken the day of the quake and later released by the park service showed the spire shaking violently. Daylight could be seen through some of the cracks, the largest of which was reported to be at least 4 feet long and about an inch wide.

A report in December recommended extensive repairs and reinforcements to preserve the spire. It said some marble panels were cracked all the way through near the top portion of the monument. Cracks near its peak also have left the monument vulnerable to water damage from rain, engineers noted.

Last fall, daredevil engineers on a "difficult access team" rappelled from the top to conduct a visual inspection of the exterior of the obelisk.

Officials said it's unclear whether the work will require scaffolding to be built around the monument, similar to what was erected during a restoration project from 1999 to 2001.

'A true patriot'
Caroline Cunningham, president of the Trust for the National Mall, called Rubenstein "a true patriot" and said his gift "demonstrates how much people care about this space." She said it should serve as an example for other philanthropists.

There has long been talk of sprucing up the mall at the heart of the nation's capital.

A design competition is under way to develop ways to improve the mall, including the Washington Monument grounds. Finalists will be chosen in May, and the group will seek funding for each project. The nonprofit group has targeted parts of the mall that are run down from over use and neglect as a focus for its restoration efforts.

Rubenstein has made large gifts in recent years to Washington's cultural institutions including the Smithsonian Institution, the National Archives, the Library of Congress and the Kennedy Center.

The monument, which he visited recently, was built with private $1 donations eventually totaling over $1 million, Rubenstein said. Construction began in 1848, but funds ran out during the Civil War when the monument was left as an embarrassing stump for years. It was finally completed in 1884 and was the world's tallest man-made structure until it was eclipsed by the Eiffel Tower. It remains the tallest structure in Washington.

Rubenstein owns a copy of the Magna Carta, among other historical documents, and reveres George Washington.

"I like to remind people about American history," Rubenstein said. "George Washington is an incredible figure. When he was the head of the Revolutionary War Army, he could have stayed on as really the head of the government when we won the Revolutionary War, but he put down his arms."

Will Ron Paul pick up many of Rick Perry's voters?

While Perry has endorsed Gingrich, Ron Paul stands to benefit somewhat from his fellow Texan's departure from the Republican race. But then, so do the rest of the candidates.?

Will Ron Paul benefit from Rick Perry dropping out of the presidential race? There?s been lots of talk today about how Newt Gingrich might pick up voters from the Perry campaign?s demise, but less about how it might affect the libertarian from Texas, who ? it must be noted ? is now one of only four major candidates left in the race.

Congressman Paul himself joked about picking up Perry supporters Thursday morning. Asked for his reaction to the Perry news by a CBS News reporter, Paul said, ?I?m glad, I?ll have all his votes!? Then he laughed. Clearly, he was kidding.

?If somebody else likes a Texan maybe [they?ll] come to me,? Paul continued, then kept moving along shaking hands with supporters.

Strictly speaking, Paul certainly will benefit from Mr. Perry pulling out. Mr. Gingrich won?t get all of Perry?s support. Paul, Mitt Romney and Rick Santorum will all pick up a share.

According to just-released Public Policy Polling tracking survey results, Gingrich is the second choice of about 26 percent of Perry voters in South Carolina. Mr. Romney gets about the same slice ? 26 percent of the now-former Perry supporters.

Paul is in line to pick up 10 percent of Perry?s Palmetto State votes, according to PPP. Mr. Santorum will get 15 percent, with 23 percent unsure who they might pick instead.

So, bottom line: the other candidates are predicted to pick up more Perry voters than Paul will, at least according to this survey. None of them will get a huge boost, however, as Perry was only getting about five percent of the total South Carolina vote, anyway. That?s why he dropped out. So the pie that is getting divided up here is snack-size to begin with.

Paul in any case is unlikely to make a run at the top spot in South Carolina. The state has a large military presence, and Paul?s non-interventionist views have not played well among Republicans there. That?s why his answers to foreign policy questions at times drew boos from the crowd during Monday?s South Carolina GOP debate. (However, Paul himself is now the only veteran in the race, as well as the only Protestant.)

Nate Silver, polling expert at the New York Times, has crunched a number of recent polls, and pronounces Paul?s chances of winning the South Carolina primary to be zero. He has Romney and Gingrich essentially tied, each with about a 34 percent chance of a victory.

For Paul, the race in South Carolina may be against Santorum. If the libertarian could edge out the social conservative for third, he might be able to declare some kind of victory.

But Paul's campaign has not put much emphasis on South Carolina, or the upcoming primary state of Florida, where he?s polling only in the high single digits. Instead it is looking to Nevada, Maine, and other caucus states as places where its committed supporters can produce delegates. Paul?s big advantage at the moment is cash: unlike Santorum, or even Gingrich, he has a well-lubricated fund-raising machine that looks as if it will enable him to keep campaigning as long as he wants.

Evidence of past Southern hemisphere rainfall cycles related to Antarctic temperatures

ScienceDaily (Jan. 17, 2012) ? Geoscientists at the University of Massachusetts Amherst and the University of Minnesota this week published the first evidence that warm-cold climate oscillations well known in the Northern Hemisphere over the most recent glacial period also appear as tropical rainfall variations in the Amazon Basin of South America. It is the first clear expression of these cycles in the Southern Hemisphere.

The work by Stephen Burns and his doctoral student Lisa Kanner at UMass Amherst is reported in the current issue of Science. Burns says, "The study also demonstrates that rainfall in the Southern Hemisphere of South America is, though to a lesser extent, also influenced by temperature changes in the Antarctic, which has not been previously observed."

The last glacial period, from about 10,000 to about 120,000 years ago, saw North America and Western Europe covered in a thick continental ice sheet, the geoscientist points out. Yet climate was also highly unstable during the period, cycling every few thousand years between warm and cold, dry periods in the high northern latitudes. Temperatures could change by as much as 10 to 15 degrees Celsius.

Known as Dansgaard/Oeschger (D/O) cycles, these millennial-scale rapid climate events were first recognized in the Greenland ice cores, but have since been found throughout the Northern Hemisphere, Burns points out.

The UMass Amherst climate researcher is an expert in reading past climate data from the ratio of oxygen isotopes found in calcite in speleothems, another name for stalagmites, stalactites and other water-deposited cave features. Analyzing radioactive isotopes and stable oxygen isotopes in the calcite sampled from ancient cave formations can provide information on past rainfall over many thousands of years, Burns says.

He and Kanner used oxygen isotopic analyses from a 16-centimeter (about 6.3 inches) stalagmite recovered from a cave 2.4 miles (3,800 meters) above sea level in the Peruvian Andes for this study. The sample grew from 49,500 to 16,000 years ago, providing a 34,000-year-long record of rainfall changes in the Amazon Basin. Kanner and colleagues found that cold periods in the high Northern latitudes are associated with an increase in precipitation, the South American Summer Monsoon, in the Amazon Basin.

"This relationship is the exact opposite of changes in rainfall in the Northern Hemisphere tropics, where cold intervals result in a decrease in rainfall," Burns says.

Revised chronology for several major climate events that took place in the last glacial period proposed in this study could lead to a better understanding of Antarctic warming during the same period and its relationship to warming the subtropical North Atlantic, the authors state.
