North Korea: Rhetoric or Action? - Night Watch - Townhall Finance ...

North Korea: Kaesong to close. The Korean Central News Agency (KCNA) reported,

"Secretary of the Central Committee of the Workers' Party of Korea Kim Yang Gon visited the Kaesong Industrial Zone (KIZ) Monday to size up the situation?.

"Kim Yang Gon was accompanied by officials concerned of the Secretariat of the Committee for the Peaceful Reunification of Korea and the General Bureau for Central Guidance to the Development of the Special Zone."

"Kim Yang Gon toured the Kaesong Industrial Zone office of the General Bureau, Kaesong Industrial Zone combined supporting center and other units and production sites inside the zone.

He also went to the checkpoint in the zone and the central line separating the north-south road along the Military Demarcation Line. ?

"It has become impossible to operate the zone as usual due to the south Korean warmongers' reckless acts, Kim Yang Gon said. "

"He held a consultative meeting on the spot and entrusted relevant fields with detailed tasks, urging them to get fully ready to cope with whatever development in the zone."

Later the Korean Central Broadcasting Station carried a statement by Secretary Kim Yang Gon,

"?Under the condition in which the South Korean authorities are showing animosity in return for our generosity and compatriotic affection, it has become inevitable for us to make an important decision regarding the issue of the KIZ."

"Upon authorization, I declare the following important steps with regard to the crisis in the KIZ:

1. We will withdraw all our employees who worked at the Kaesong Industrial Zone.

2. Under the circumstances in which the South Korean authorities and military warmongers are defaming our dignity and attempting to turn the KIZ into a hot spot of confrontation between compatriots and provocation for a war of northward aggression, we will temporarily suspend business in the industrial zone and examine whether it will be maintained or closed."

"The General Bureau for Central Guidance to the Development of the Special Zone will be responsible for executing the working business related to the important steps including the withdrawal of our employees and the temporary suspension of the business of the industrial zone."

South Korea: During this Watch, the BBC reported information from the South Korean Unification Ministry that North Korean workers, some 53,000 of them, failed to show up for work on the morning of 9 April. The Ministry said 479 South Koreans remain on site.

Comment:? Kim Yang Gon is the party secretary who oversees Kaesong. ?His was a combined Party and government inspection party.

The North Koreans cited as justification the remarks last week by the South Korean National Defense Minister about making plans to rescue the South Korean workers still at Kaesong, should they be held hostage. The North's reasoning is that closure of the zone will prevent it from becoming a zone of fighting.

The North Korean authorities have not expelled, yet, the South Koreans but that should occur by 10 April. Closure of Kaesong will impose an incalculable hardship on over 100,000 Korean family members. Jobs at Kaesong were considered among the best paying available for Korean workers.

The closure and departure of the South Korean workers will eliminate a significant security problem in the middle of the North Korean Second Army Corps.

In the Rear. Planting has begun. According to Daily NK sources, all reserve forces have been sent back to their places of work and the annual drive to gather manure for fertilizer is well underway, as of 8 April.

According to one source, "The reserves who had been mobilized for combat exercises over the past few months all returned their weapons to their local Ministry of People's Safety (the police) office arms store on the 1st (of April) and went back to work. Having carried out public and enterprise rallies in accordance with decisions made at the Party Central Committee plenum last month, each province, county and city is now working on producing fertilizer."

The source added, "Until last month there were Worker and Peasant Red Guards and other reserves on the streets, all in uniform with their backpacks and guns, but now there are only workers with shovels and hoes, mobilized to produce manure for the farms. Even those soldiers who were living underground in the mountains have returned to normal life in the barracks."

"Posters about war have been replaced with posters about the economy or slogans about this or that 'March Party Central Committee decision'."

Comment: Information from North Korea continues to be split between actions that enhance national readiness and actions that show normality. At this time, South Korean and US intelligence should be able to confirm whether North Korean soldiers have begun planting. Even the North Korean Army Corps immediately north of the Demilitarized Zone must grow their own food.

If planting is not taking place, then readiness in the four army corps is high and the situation is not normal.

North Korea-Japan: For the record. North Korea warned Japan that it could be the target of a North Korean missile attack if it does not stop following the hostile US policy by extending Japanese sanctions against North Korea.

Comment: Japanese sanctions are the harshest of any imposed on North Korea. Japan has deployed Aegis-equipped destroyers with ballistic missile defense systems and activated land-based systems to safeguard against a North Korean attack.

China and Russia are the only neighbors North Korea has not yet threatened.

Pakistan: Former president and chief of army staff Pervez Musharraf's application to run for parliament in the 11 May elections is running into trouble. He applied as a candidate in four jurisdictions, but only one has accepted his application, but on condition that he is not arrested for treason. That jurisdiction is Chitral in far northwestern Khyber Pakhtunkhwa Province along the Afghan border.

Meanwhile a two-judge panel of the Supreme Court of Pakistan has agreed to hear five petitions against Musharraf to have him tried for treason for usurping the constitution when he was president.

Comment: Musharraf returned to Pakistan on 24 March more or less declaring himself its savior. He seems to have indulged a delusion of his essentiality to the future of Pakistan. His slogan is "save Pakistan."

The reality is that he has drawn no crowds of supporters and the general population blames him for the US drone campaign and for compromising Pakistan's independence by supporting the US operations in Afghanistan. He could end up hanged for treason because he did suspend the constitution without authority in November 2007 and detained judges of the Supreme Court, including the current Chief Justice.

For now he is under a Sindh Province High Court ban from leaving the country.

Mobile app downloads have increased 11% in the past quarter

The app stores for the four leading mobile operating systems have grown 11% from the fourth quarter in 2012 to the first quarter of this year, according to data from Canalys. Combined downloads from Apple?s (AAPL) App Store, Google Play, the Windows Phone Marketplace and BlackBerry World totaled more than 13.4 billion in Q1 2013, while revenue climbed 9% to reach $2.2 billion. App downloads remained strong in North America and Europe, however some of the strongest growth came from emerging markets such as South Africa, Brazil and Indonesia, which have benefited from a fast adoption rate of smartphones and tablets. Paid apps continue to remain popular in more mature mobile markets, though.

?Apps have had a huge impact on the way consumers use mobile devices, what they value, and what they expect from smart phones and tablets,? said Adam Daum, Canalys? chief analyst. ?They are now central to how consumers engage with content and connected services, and how they personalize their devices around the app-enabled features that are important to them.?

Apple?s App Store remained the largest and most profitable mobile marketplace, accounting for around 74% of revenue, while the Play Store saw the greatest number of downloads, edging out Apple for a 51% share.

?Apple?s App Store and Google Play remain the heavyweights in the app store world,? said Tim Shepherd, a Canalys senior analyst. ?In comparison, BlackBerry World and the Windows Phone Store remain distant challengers today, though they still should not be ignored.?

The firm notes that the Apple-Google duopoly ?creates certain challenges for app publishers, carriers, investors and device vendors,? which is why it believes a third ecosystem still has a chance to emerge as a true competitor.

Gun laws dampen teen's college plans

A teenage girl skyrocketed to the center of the gun control debate when a YouTube video of her three-minute pro-gun speech went viral, acquiring more than 2.3 million views.

Sarah Merkle, 15 of Maryland, has been shooting guns for almost eight years and is a member of the Maryland Rifle Club and Maryland State Rifle Club. She says in the video that signing anti-gun legislation would not be doing away with gun violence but rather "liberating American citizens of our constitutional rights."

Merkle, who says that her favorite rifle is a Bushmaster, makes a gripping plea to legislators who are considering passing legislation to enact stricter gun control laws.

In her testimony, Merkle tells that she has become eligible for various shooting scholarships at prestigious universities, and the laws proposed would interfere with her eligibility to join their shooting teams.

"Achieving stricter gun control laws would obliterate any opportunity I could have had to attend a decent college on a shooting scholarship," she says.

A provision in the Maryland law makes it more difficult for residents to transport their firearms across the state border. In the case of Merkle, it is problematic because she would be unable to shoot at a range that is located over the border in nearby Delaware. Stricter gun laws would hinder her ability to practice.

In her plea in front of Maryland State Legislature in Annapolis, Merkle says that guns are not the problem, people are.

"Purging our society of violence and murder cannot be done by gun control legislation." She continues, saying that in passing legislation,"You are not eliminating guns from society but eliminating our ability to protect our lives, liberty and pursuits of happiness."

Though her argument was effective and concise, that did not stop Maryland officials from approving a sweeping package of restrictions on firearms last week.

If signed into law by Maryland Gov. Martin O'Malley, who will likely sign it, the legislation would require those hoping to purchase firearms to provide fingerprints and acquire a license before their purchase. The measure would also ban the sale both high-capacity rifles and magazines with more than 10 rounds.

The legislation was passed by the Senate by a vote of 28-19.

Merkle's appeal came at a difficult time where the nation is still morning the loss of lives from December shooting rampage in Newtown, Conn.

Just last week, Connecticut Gov. Dannel Malloy signed into law one of the strongest and most comprehensive pieces of gun legislation in the country that deals with restrictions on weapons and large capacity ammunition magazines.

Malloy who promised to continue to fight for law changes that address gun violence, signed the legislation saying, "Today does not mark the end of our efforts."

Educational Opportunity Program (EOP) Advisor, Student Services Professional IA $2,872-- $3,513/month, or Student Services Professional IB $3,102--$4,388/month, or Student Services Professional II $3,519 -- $5,002/month. Appointments will be determined by education and experience and are normally made at the beginning of the salary range. This is a full-time, 12 month, benefited, temporary, one year position with the possibility of reappointment in the Educational Opportunity Program. Anticipated start date is June 1, 2013.

Position Summary: Under the general supervision of the Director of the Educational Opportunity Program (EOP), the incumbent is responsible for a variety of work assignments and duties, and works with minimal supervision to carry out work without specific daily assignments. Position responsibilities include counseling and advising non traditional students (low income, first generation, ethnic minority and other students with special needs) who are eligible for EOP, assessing the need for academic support services, and monitoring the progress of an assigned caseload of students. The incumbent will also provide support services for new students, including orientation programs, summer and fall academic prep programs, and assessment and referral for basic skills course work and learning assistance services. The incumbent will work closely with faculty and other university offices in order to accomplish program goals.

SSP I Duties: The EOP Advisor will be responsible for, but not limited to, the following duties:
1. Provide academic and financial aid advisement for program students, including academic skills assessment, assistance with course selection, scheduling, educational planning, satisfactory academic progress requirements, progress towards graduation, financial aid eligibility and satisfactory progress requirements for financial aid;
2. Provide career and personal advising services and referral;
3. Assist in planning and organizing transition services, including coordination of student mentorship programs and other academic support for new and continuing students;
4. Assist with developing and presenting basic skills curriculum and support services for new program students;
5. Assist with graduate school advising and prep workshops;
6. Monitor student performance and persistence;
7. Maintain appropriate documentation of services provided;
8. Assist with other program activities for low income, first generation college students

SSP II Duties: In addition to the above duties, the SSP II will be responsible for the following:
1. Coordination of one or more first-year experience or other retention programs;
2. Training and supervision of paraprofessional student staff;
3. Assist in development of program evaluation instruments, data collection, analysis and reporting of participant and program outcomes.

Minimum Qualifications:
Education & Experience:
SSP IA - Equivalent to graduation from a four-year college or university, prior to the anticipated start date of June 1, 2013.
SSP IB - Equivalent to graduation from a four-year college or university, prior to the anticipated start date of June 1, 2013, and one year of experience in professional Student Services work at the entry trainee level (coordinating or directing college-level activities). One year of experience in academic advisement or mentoring at the paraprofessional level with low-income, first-generation and/or underrepresented students is preferred. Equivalent amounts of graduate level job-related education may be substituted for the required experience.
SSP II - Equivalent to graduation from a four-year college or university, and two years of experience in professional Student Services work (coordinating or directing college-level activities). Experience in academic advisement or mentoring at the paraprofessional level with low-income, first-generation and/or underrepresented students is preferred. A Master's degree in a job related field may be substituted for one year of the required professional experience.

Knowledge, Skills and Abilities: Must have knowledge of principles and practices of academic and financial aid advising. Must demonstrate ability to interpret and apply regulations, policies and procedures; must have general knowledge of university services and other resources, especially those frequently utilized by the target population; must be able to communicate effectively with a diverse population both verbally and in writing. Must demonstrate knowledge and familiarity with issues of concern facing program students, which can negatively impact college persistence and graduation. Priority will be given to applicants who have overcome barriers similar to those confronting program participants. Experience in planning, coordinating, and evaluating programs is required. Experience with hiring, training, supervising, and evaluating the work of others. Work experience must demonstrate a level of competence indicating the potential for future growth.

Preferred Qualifications:
Degree in a field related to the behavioral sciences or another job related field, or specialized training related to working with the target population; knowledge of academic support services for underrepresented college students. Professional experience working in a college setting with students who are from a diverse range of cultural and economic backgrounds is preferred. Prior academic assessment or advising experience in a college setting is preferred. Demonstrated ability to successfully guide the work of others is desirable. Knowledge of CSU policies and procedures.

Montenegrin president bids for new five-year term

PODGORICA (Reuters) - Montenegro voted in a presidential election on Sunday expected to return incumbent Filip Vujanovic for a third term as the tiny Adriatic republic seeking entry to the EU tries to shed a reputation for crime and corruption.

Vujanovic, 58, has held the largely ceremonial post since 2003. The country of 680,000 people became independent in 2006 when it narrowly voted to end an 88-year union with Serbia.

His main challenger is Miodrag Lekic, a former diplomat backed by an opposition bloc that accuses the ruling Democratic Party of Socialists (DPS), of which Vujanovic is a member, of monopolizing power in the interests of a corrupt elite.

The former Yugoslav republic, an emerging tourist hotspot, has for years been dogged by a reputation for corruption and rampant organized crime.

The DPS, led by Prime Minister Milo Djukanovic, has been in power since the collapse of federal Yugoslavia in the early 1990s. It was re-elected in a parliamentary election in October, despite an economic slump triggered by falling foreign investment.

"We need change," said 35-year-old Ivan Bulatovic, a salesman who voted early in the capital, Podgorica.

"We need someone to challenge these guys who have been in power for the last 25 years. We need someone new who's going to rise up against corruption, to speak out against authorities that brought us only hunger."

Vujanovic is ahead in opinion polls, with Lekic struggling to shake off accusations from the DPS that he is weak on the issue of Montenegrin statehood. Lekic, 65, is backed by a number of small parties that campaigned against ending the union with Serbia.

"Vujanovic is an honest man," said Miljan Nestorovic, a 44-year-old economist. "He was part of the crew that brought back our independence. He's a guarantee of political stability and I trust him."

Montenegro began talks on joining the European Union in July, putting it next in line for membership behind fellow former Yugoslav republic Croatia, which joins in July. Serbia is a candidate for membership but has yet to begin talks.

Preliminary election results are expected soon after polls close at 8 p.m. (1800 GMT).

Anonymous Hits Israel with a Massive Cyber Attack, Israel Attacks Back

To ring in this year's Holocaust Memorial Day, the classy hackers at Anonymous took down a bunch of Israeli government websites on Sunday and say they caused over $3 billion in damage. But they didn't totally get away with it. Within a few hours of the attack which Anonymous says affected 100,000 websites, 40,000 Facebook pages, 5,000 Twitter accounts and 30,000 bank accounts, an Israeli hacker broke into the website that Anonymous had set up for the attack, dubbed Operation Israel. Instead of the original anti-Israel messages that were originally on the site to protest Israel's treatment of Palestine, the Israeli hacker rejiggered the site to play "Hatikvah," Israel's national anthem.?

Israel's playing this one super cool. Despite Anonymous's claims of massive damage, the country's cyber security officials say that the attack caused minimal damage. "So far it is as was expected, there is hardly any real damage,"?Yitzhak Ben Yisrael from the government's National Cyber Bureau told the press. "Anonymous doesn't have the skills to damage the country's vital infrastructure. And if that was its intention, then it wouldn't have announced the attack ahead of time. It wants to create noise in the media about issues that are close to its heart." This is more or less what Anonymous always does, often with varying levels of success.

Regardless of the amount of damage done, the scale of the attack is bound to be embarrassing for the Israeli government. This is the second time that Anonymous has successfully taken down Israeli government websites. The original #OpIsrael attack happened last November and affected some 600 sites and resulted in the hackers released personal information for thousands of high-ranking officials. Israel denied then that the attack did any damage, and some tech writers balked at the effort, saying that Anonymous had lost its swagger.

If that was the case then, Anonymous just looks insensitive now. The Holocaust and any holiday commemorating it is hardly a topic to goof around about. WHO talks with China on sending bird flu team

BEIJING (AP) ? The World Health Organization is talking with the Chinese government about sending international experts to China to help investigate a new bird flu strain that has sickened at least 24 people, killing seven of them.

A 64-year-old retired man in Shanghai became the latest victim of the H7N9 bird flu virus that had previously not been known to infect humans, the city government said Monday.

The Shanghai government said the man died Sunday night, a week after first experiencing chills. He sought medical treatment last Wednesday for pneumonia-like conditions. By Sunday morning, his condition worsened, he was out of breath and was admitted to a ward for in-patient treatment. He died hours later.

Michael O'Leary, head of WHO's office in China, told reporters in Beijing on Monday that the international health organization had confidence in China's efforts to track and control the outbreak of H7N9 infections, but that growing interest in the virus globally has prompted WHO to consider sending a team.

The cases are of "great interest not only in the scientific community but in the world at large," O'Leary said at a joint press conference with China's national health agency. "WHO's responsibility in part is to make sure that we serve as liaison and linkage between China and the rest of the world."

The team would likely include epidemiological, laboratory and communications experts, but the matter was still being discussed by the two sides and it remained unclear if and when such a group would arrive, O'Leary said.

Aside from the latest fatality in Shanghai, China reported two more cases of human infection of the H7N9 bird flu virus on Monday, raising the total number of cases to 24 ? all in the eastern part of the country. Most of the patients have become severely ill, and seven of them have died, however milder infections may be going undetected.

There could be additional infections, both among animals and humans, in other regions and authorities have stepped up measures to monitor cases of pneumonia with unexplained causes, said Liang Wannian, director of the Chinese health agency's H7N9 flu prevention and control office.

Liang said Chinese experts also were in the early stages of researching a possible vaccine for the virus, though it might not be needed if the virus remains only sporadically reported and if it does not spread easily among people.

The H7N9 strain previously was known only to infect birds, and officials say they do not know why the virus is infecting humans now. The virus has been detected in live poultry in several food markets where human cases have been found, leading officials to think people are most likely contracting the virus through direct contact with infected fowl.

Authorities have halted live poultry trade in cities where cases have been reported, and slaughtered fowl in markets where the virus has been detected.

Further investigations are underway and, for now, there's no evidence the virus is spreading easily between people. However, scientists are watching closely to see if the flu poses a substantial risk to public health or could potentially spark a global pandemic.

In 2003, China allowed WHO to send a five-member team to help investigate an outbreak of the fatal flu-like illness, SARS, after its own experts could not trace the source of the disease.

China's response at the time was slow. The government stayed silent for months after the first cases of an unidentified disease were reported, a cover-up that contributed to the spread of the virus to many parts of China and to two dozen other countries, killing hundreds of people.

International observers say that over the past decade, China's public health agencies have become increasingly forthcoming with information.

Quantum Noise-Beating Technique with Entangled Photons Demonstrated for First Time

Technologies that rely on ?quantum-weirdness? phenomena, such as electrons being in two places at the same time, are inherently delicate: the smallest disruption can make such uncertain states ?collapse? into well-defined outcomes. Now, however, physicists have shown that quantum effects do not always succumb entirely to disruptions ? at least not those from electromagnetic noise.

Their technique, called quantum illumination, could enable schemes based on quantum effects to work in much noisier environments than they can now. It could even make quantum physics useful in applications such as radar, which now relies on classical physics.

Quantum illumination was first proposed in 2008 by Seth Lloyd, a physicist at the Massachusetts Institute of Technology in Cambridge, as a way of improving the sensitivity of radar and other methods of detecting distant objects. The principle of radar is simple: a device sends electromagnetic waves into the environment and then listens for echoes that would signify the presence of an object. The trouble arises when there is a lot of electromagnetic noise ? either from heat in the environment, or the radar?s own circuits, which can obscure the fainter echoes from small or very distant objects.

Lloyd?s idea was to ?entangle? the beam sent out from a device with a reference beam, so that each photon in one beam would be matched to a photon in the other, like soldiers in two marching lines. Any noise would involve photons coming in at random, which could be told apart and ignored because they lack a correlated twin. By filtering out noise in this way, Lloyd suggested, quantum illumination offered a means to detect objects that would be invisible using non-entangled beams.

Physicists were surprised by Lloyd's theoretical result. Noise is normally thought to destroy entanglement. This is why quantum cryptography ? a highly secure scheme for sharing information ? is usually done inside fiber-optic cables. But Lloyd calculated that a trace of entanglement can remain despite the presence of noise.

Now, for the first time, researchers have experimentally demonstrated a version of Lloyd?s proposal. The result, by Marco Genovese, a physicist at the National Institute for Metrological Research in Turin, Italy, and his colleagues, is published on the preprint server arXiv and is forthcoming in Physical Review Letters.

To generate a pair of entangled beams, the researchers sent laser light through a ?nonlinear? crystal, which split the beam of incoming photons into two beams of correlated, lower-energy photons. They sent one of these beams to a reference detector and the other through a space, next to which they placed a primary detector. Nearby they added a light-scattering device, similar to a disco ball, to generate noise.

When no object was in the space, the beam just went through and Genovese and his colleagues recorded only a few random photon correlations typical of background noise. When they placed a small piece of glass in the space, however, photons scattered off it and the number of correlated hits on the detectors rose by 10 times. To check that this signal was indeed caused by quantum illumination, the researchers repeated the experiment with non-entangled light. They recorded few photon correlations, both when the object was present and when it was not.

New Delhi: Twenty years ago, his smuggling operations paid for the bombs which killed 257 people in Mumbai. Now, a CNN-IBN and FirstPost investigation has found that ganglord Dawood Ibrahim's cash is washing up in the offshore banking haven of Nassau in The Bahamas - a beach paradise also known for its zero-taxes and high-secrecy banking - in an Indian bank. It is the tip of what one expert has called "the Goldman Sachs of the underworld".

Responsible for the 1993 blasts in Mumbai, Dawood is India's most wanted terrorist and is said to be living in Karachi under the patronage of the Pakistan army. US has designated him a global terrorist and has even frozen his assets in the country.

Cash from Afghanistan-Pakistan based terror groups, being handled by Dawood, has been traced to The Bahamas and is lying at the Nassau branch of Bank of Baroda. Highly-placed government sources have told FirstPost and CNN-IBN the Bank of Baroda's Nassau branch saw successive wire transfers of several hundred thousand dollars from at least three Dubai-based currency exchanges - the al-Zarouni Exchange, the Dubai Exchange and the al-Dirham Exchange - suspected to be proceeds from organised crime.

The Al-Dirham exchange is named in an Indian government dossier on Dawood Ibrahim's operations. The Bank of Baroda's Nassau branch did not respond to an e-mail from FirstPost.

Government sources said, "From the bank's point of view, they are doing nothing illegal, or even wrong. But the government is worried about the money and where is it going from Nassau". "They are highly transnational, they move billions of dollars annually, and service a wide range of clients from corrupt officials, to drug traffickers to terrorists," said Gretchen Peters, Transnational Crime Expert.

Dawood, as the investigation reveals, has emerged as the principal provider of financial services to narcotics traffickers and jihadists across South Asia - a business pegged at over $3.5 billion a year, which uses front companies to access the global financial system. New Delhi had provided Islamabad with the dossier in 2011, naming at least 11 United Arab Emirates-based entities controlled by Dawood's crime cartel.

"Ibrahim is highly embedded in the system," Sushant Sareen, Institute for Defence and Strategic Analyses, said. "Say, there is a General's son who needs his studies at an elite American university paid for, or a politician who is in financial trouble-well then Bhai can help," Sareen said.

Dawood's operations matter to Pakistan as well. Laundered money remitted back into Pakistan is boosting the economy. In 2012, remittances jumped to over 10 billion dollars. The Karachi stock exchange gained 49 per cent in 2012, fuelled by Dawood, say experts.

"I think its because he is part of the jihadi network which is linked to the Pakistani defence establishment," said Ayesha Siddiqa, Defence Analyst, Islamabad. "He bankrolls a lot of things, and therefore he continues to have a value," she added.

Clearly the US led fund squeeze on terror money and terror fund managers like Dawood and India's efforts to pressure Pakistan on the ganglord is not working. The Dawood empire seems to be flourishing.

Women's Final Four Headlined By Notre Dame, UConn

Get ready for Connecticut vs. Notre Dame round four.

For the third straight season the two Big East rivals will meet in the Final Four. Throw in plucky Louisville and the Big East will be taking over the Big Easy this weekend.

The Cardinals, who pulled off the biggest upset in the tournament knocking off Brittney Griner and Baylor before taking out Tennessee, will face Final Four newcomer California on Sunday in the first game in New Orleans.

It's the first time since 2006 that a conference has three teams in the Final Four, and the last year the Big East will compete with its current lineup. Notre Dame is headed to the Atlantic Coast Conference next season. Louisville will join the Irish in 2014, and UConn is slated to remain in the soon-to-be-renamed Big East.

Skylar Diggins and her Fighting Irish will play Connecticut in the second game. The All-America guard didn't want to focus on the pending matchup with their rival instead wanting to soak in a third straight trip to the Final Four.

"We're enjoying the moment right now," Diggins said. "We'll talk about that later."

The Irish (35-1) have owned this rivalry lately winning seven of the last eight meetings, including both of the national semifinal matchups. The two teams played three thrilling games this year with Notre Dame coming out on top of all of them. The victories have been by one point, two points and in overtime.

No team has ever dominated Geno Auriemma's Huskies like that since UConn won its first national championship in 1995.

The road to an eighth title got a bit easier for UConn, Notre Dame and Cal when Griner and the defending national champions were knocked off by the Cardinals. It's the first time that the overwhelming favorite to win the national championship didn't reach the Final Four since Tennessee lost to Duke in the 1999 regional final.

Louisville joined the school's men's team in the Final Four marking the 10th time that a school had both teams in the Final Four. Only Connecticut has won both titles in the same season doing that in 2004 ? the last time the women's national semifinals was in New Orleans.

The Cardinals (28-8) are only the second No. 5 seed to reach the national semifinals, joining Southwest Missouri State, which did it in 2001 behind star guard Jackie Stiles, the all-time leading scorer in NCAA history.

"We ruined the entire party," Louisville coach Jeff Walz said. "We're the ugly ducklings that ruined the party. No one gave us a chance and we shocked everybody."

Only seven teams outside of the top four seeds have ever made it to the Final Four since the NCAA tournament started in 1982. No team seeded higher than fourth has ever won a national semifinal game.

"It's a remarkable group. It's an unbelievable story. That's really what it is," Walz said. "And we aren't planning on it to end right now."

UConn (33-4) is making a record sixth straight trip to the Final Four. The Huskies have a chance to salvage a disappointing season ? at least by their standards ? with an eighth national championship that would tie Tennessee for the most in NCAA women's basketball history.

"Each year is different ... special in its own way," UConn senior Kelly Faris said. "This is our last go-around. We want to go out with a bang. I'm fortunate to be part of this program where we make it every year. We never are satisfied until we get to that final game."

The Huskies have run through their four opponents so far, winning by an average of 39 points, including a 30-point victory over Kentucky in the regional final on Monday night. UConn's only losses this season came to the Irish and Lady Bears.

The Irish's only loss this season came at home against Baylor. They've won 30 straight games since en route to a second straight conference title and the first Big East tournament championship in school history.

While UConn and Notre Dame are Final Four veterans, Cal is making its first trip to the national semifinals and Louisville returns for the first time since 2009.

Cal (32-3) survived overtime games against South Florida in the second round and Georgia in the regional final to become the first team from the West other than Stanford to reach the national semifinals since Long Beach State in 1988.

During that 25-year span, eight different programs in the West have reached the regional finals. But whether it was Long Beach State, Washington, USC, UCLA, Colorado, Utah, Arizona State or Gonzaga, they all came up one game short ? sometimes at the hands of Stanford ? of advancing.

"These kids are brought in," coach Lindsay Gottlieb said. "So many things go into it and then you have to get a little lucky and then things have to go right, so I'm really conscious of this is special."

Gottlieb was in elementary school the last time a West Coast women's basketball program not named Stanford reached the Final Four.

(AP) ? One of usually peaceful springtime rituals of childhood ? the Easter egg hunt ? turned nasty at the Woodland Park Zoo in Seattle.

Blame the moms.

A statement on the Seattle Police Department blotter Monday says the "hard-boiled tale" began Sunday afternoon, "when one woman reportedly pushed a child aside as her own child was scrambling toward some brightly colored eggs."

Police say the two mothers began fighting and had to be separated three or four times. The fisticuffs left one woman with a bloody nose.

Only one mother was still there when officers arrived. She said she wasn't interested in pursuing charges against her attacker.

As the release puts it, that left officers without "any info that could crack the case."

Former county judge questioned in Texas DA's slaying

A former judge in Kaufman County, Texas, who lost his job when he was convicted of theft says he was questioned by agents investigating the double slaying of a district attorney and his wife.

Eric Williams, who served as a county justice of the peace before his conviction, said he did not mind investigators questioning him as they follow every possible lead in the brazen killings that have chilled the small town of Forney.

?If I was in their shoes, I would want to talk to me,? Williams told NBC Dallas-Fort Worth. ?In the investigators? minds, they want to check with me to do their process of elimination.?

Kaufman County district attorney Mike McLelland was shot at 20 times and his wife Cynthia was shot once in their home on Saturday, a federal source with knowledge of the investigation told NBC News on Tuesday. The source did not say how many times the slain DA was hit. An earlier affidavit said that both of the victims were struck by multiple bullets, and the reason for the discrepancy remained unclear on Wednesday.

Williams said he had nothing to doing with the McLellands' violent deaths, and said prosecutors were doing nothing more than their jobs when they convicted him on a theft charge ? a conviction that cost Williams his job and his law license. He is appealing the conviction.

Investigators are looking into a number of theories in the case, including whether a white supremacist prison gang called the Aryan Brotherhood of Texas might have been involved, federal prosecutors told NBC News. Other possible leads may point to drug cartels or a single, angry gunman.

Yet none of the theories stands out as a likely explanation for the shocking killings, a federal source told NBC News.

Williams also said he had no role in the still-unsolved shooting death of Assistant District Attorney Mark Hasse, who was gunned down in broad daylight on January 31. Hasse, whose death McLelland had vowed to solve, prosecuted Williams? theft case, NBC Dallas-Fort Worth reported.

Williams says he has nothing to hide.

A former police officer, Williams said he was contacted by investigators on Saturday night, just hours after McLelland and his wife were found dead.

?I?ve cooperated with law enforcement,? Williams said. ?I certainly wish them the best in bringing justice to this incredibly egregious act.?

Williams said he met with the agents at a restaurant, where they conducted a test for gunpowder residue on his hands. He also turned over his cellphone along with his wife?s, Williams said. The investigators gave the phones back to him on Sunday.

?I know I didn?t do anything,? Williams said. ?I know where I was.?

By keeping the beat, sea lion sheds new light on animals' movements to sound

A California sea lion who bobs her head in time with music has given scientists the first empirical evidence of an animal that is not capable of vocal mimicry but can keep the beat, according to new research published by the American Psychological Association.

The study's authors suggest that their findings challenge current scientific theories that an animal's ability to synchronize its movements with sound are associated with the same brain mechanisms that allow for vocal mimicry in humans and some birds such as cockatoos, parrots, and budgerigars. The findings were published online April 1 in APA's Journal of Comparative Psychology.

"Understanding the cognitive capabilities of animals requires carefully controlled, well-designed experiments," said study co-author Colleen Reichmuth, PhD, with the Institute of Marine Sciences at the University of California at Santa Cruz. "This study is particularly rigorous because it examines, step-by-step, the learning conditions that supported the emergence of this complex behavior."

Ronan, a 3-year-old sea lion, demonstrated her ability to bob to the beat in six experiments led by doctoral candidate Peter Cook at the Long Marine Lab at UCSC.

"Dancing is universal among humans, and until recently, it was thought to be unique to humans as well," said Cook. "When some species of birds were found to have a similar capability for rhythmic movement, it was linked to their ability to mimic sound. Now we're seeing that even mammals with limited vocal ability can move in time with a beat over a broad range of sounds and tempos."

Ronan's first musical "dance" lesson was to the tune of a simplified section of John Fogerty's "Down on the Corner," the study said. Once Ronan was trained to bob her head to music, the researchers tested her with two pop songs, "Everybody" by the Backstreet Boys, and "Boogie Wonderland" by Earth, Wind and Fire. Without any prior exposure to the songs, Ronan was able to bob to the beat of both songs over the course of multiple trials, according to the study. She then showed that she could follow along to five different tempos of "Boogie Wonderland."

Ronan's bobbing skills markedly improved over the course of the trials and apparently endured, the study found. The researchers gave her a follow-up test a few weeks after the final session and she was successful in keeping the beat with each of the sounds previously used, maintaining a minimum of 60 consecutive bobs to each of the various beats.

At the beginning of the experiments, Ronan was first trained to move in time to a hand signal, which was replaced by a simple non-musical sound signal. When she successfully completed tests by bobbing her head to various rhythmic sounds, she was rewarded with a fish, the study said.

The researchers varied the types and speed of the sounds to verify that she was actually following the rhythm by bobbing her head. To rule out that she wasn't simply bobbing her head in response to the previous beat, they tested her using two computer-generated, metronome-like ticks ? one that did not miss a beat and the other that did. Ronan kept the beat going even when the metronome missed a beat, according to the study.

Caroline Kennedy returns to poetry for 10th book

NEW YORK (AP) -- Beginning work a few years ago on her latest book, an anthology of poems for young people, Caroline Kennedy found herself looking through one of her mother's scrapbooks. She burst into laughter, she says, as she came across a poem that her brother John, as a youngster, had picked out and copied as a gift to their poetry-loving mom.

"Willie with a thirst for gore, Nailed his sister to the door," went the poem, by an unknown author. "Mother said with humor quaint, 'Careful, Willie, don't scratch the paint!'"

The poem "brought back memories of our relationship," Kennedy told a bookstore audience this week. "I laughed so hard."

But for Kennedy, now 55 and a mother of three grown children, there's a deeper meaning to that irreverent ditty. Poetry was a central part of her home life growing up. She and John regularly copied out and illustrated poems for their mother, Jackie, upon birthdays and Mother's Days. Sometimes, they'd recite them too, "if we were feeling competitive." And at family gatherings with their grandmother, there were frequent challenges to recite Henry Wadsworth Longfellow's famous (and famously lengthy) "Paul Revere's Ride." Only Uncle Ted, it seems, was able to recite it in its entirety.

Now, with her 10th book, Kennedy wants to share with young readers the love for the written word that she feels her poetry-filled childhood helped instill in her (even though her own son, she quips, hates reading and only likes two poems.) Hence the title: "Poems to Learn By Heart."

"It was a combination of remembering my own childhood and thinking about gifts I'd been given," she said in an interview last week at her husband's downtown Manhattan design firm, explaining the genesis of the latest book. "And working in schools and seeing the role that poetry can play in kids' lives."

It's also an effort to promote literacy, a cause Kennedy has supported in a number of ways. "Fourteen percent of American adults can't read," Kennedy says. "It's a slow-motion disaster." She believes poetry can help. "Kids need a way in," she says, "and reading needs to be fun. Poetry can give them that ? with the current emphasis on poetry slams, and these other open mic events. That's actually why I think poetry has a chance."

Kennedy's current book ? a collection of poems from various authors, with introductions by her to each section, and vivid illustrations by John J Muth ? is her fourth to focus on poetry. Her earlier books, especially "The Best Loved Poems of Jacqueline Kennedy Onassis," have been huge sellers, pulling in numbers unheard of for poetry anthologies.

"She's committed to becoming an advocate for the written word and poetry in particular," says Gretchen Young, who edited all of Kennedy's poetry books at Hyperion, working with the author to cull down huge numbers of beloved poems. "And she knows she can do that."

As to what else Kennedy can do with her high profile ? and the unique and powerful celebrity status she's held since she was a little girl in the Kennedy White House ? that is a question that people never cease to ask. The latest rumor has her up for an ambassadorship, perhaps to Japan, perhaps to Canada. Asked about those rumors during a recent TV appearance, she responded with typical restraint: "I'd love to serve in any way." She added that she hadn't been asked yet, and her response is still "No comment."

But many expect Kennedy, who considered seeking an appointment to the Senate from New York in 2009 but then withdrew her name from contention amid a flurry of publicity, to take up some high-profile position in the near future. She was an important and avid supporter of President Barack Obama, both in the 2008 and the 2012 elections.

"I'm really glad he's president," she says now when asked how he's doing, giving him high marks particularly in the field of education. "He can't do all the things he'd like to. We have a lot of problems. That's why I want young people to get engaged."

For now, though, Kennedy is making her mark in different ways. She is president of the John F. Kennedy Library Association, and in May will present the Profile in Courage award to former Arizona congresswoman Gabrielle Giffords. She still participates in fundraising activities for the New York City public schools, and is joining Laura Bush and Lynda Bird Johnson Robb to help the Library of Congress promote literacy through a new awards program, along with other authors, publishers and scholars.

Another pet project: Libraries, which she says are still critical places for young people to learn analytical skills. She's the honorary chair of National Library Week next month. "I'm into things that are dying out," she quips, then adds that actually they're not: "My son goes to the library all the time (at college.) There's a lot more socializing at the library than you think."

And she hints that she'll be writing other books, though not on poetry. "I think I'm pretty much done with the poetry books," she says. "I haven't figured out the next thing yet."

In any case, her attention to poetry has been a boon for all poets, says Stephen Young, program director at the Poetry Foundation, based in Chicago. "Selling poetry is, for most poets, a challenge," Young says. "It certainly helps when someone like Caroline Kennedy, who has an earnest and genuine interest in poetry, puts together these anthologies."

And while many might think that in this world of tweets and texts, the art of poetry is slowly dying out, the truth is that it seems to be on the upswing among young people, Young says ? partly because of poetry slams and the like, but also due to the Internet. "People can read AND listen to poems on the Web," Young notes.

And clearly, kids like to recite out loud. Along with the National Endowment for the Arts, the poetry foundation sponsors Poetry Out Loud, a contest similar to the National Spelling Bee. In 2006, there were 40,000 participants. This year's contest, which will hold its finals in Washington, D.C., in April, has 375,000, Young says.

It all speaks, in his view, to the fact that "poems are meant to be shared." Kennedy says this too; In her book, along with more famous poems, she includes "Voices Rising," a collaborative poem by students on the "slam team" at DreamYard Prep, a Bronx school Kennedy became familiar with in her work with public schools. Those students contributed ideas to the book, and three of them recited their poem together at Kennedy's kickoff reading last week at Barnes & Noble in New York.

Speaking of young people, Kennedy asked each of her own three kids ? Rose and Tatiana, who have finished college, and Jack, who is still there ? to contribute a favorite poem to her new book. (Tatiana, the "bookworm" according to her mother, translated a poem from Ovid's Metamorphoses, from the original Latin.) But she herself has trouble picking her favorite.

Asked by an audience member at her book reading to do just that, though, she settled on "Don't Worry if Your Job is Small."

"Don't worry if your job is small, and your rewards are few," it says.

"Remember that the mighty oak, was once a nut like you."
